East Devon District Council consider that Torbay council should more fully explore potential to accommodate standard method housing numbers within Torbay whilst also rigorously reviewing and testing numbers the methodology generates. Torbay Council should be more proactive in identifying potential development sites in Torbay and if the Council still seek development beyond their boundaries ensure cross-boundary consistency of approach in site assessment work and establishment of a coherent strategic approach to distribution matters and assessing relevance of locations to addressing a Torbay need.
