Abacus DFE fully supports the identification of Area H2P.4 within the Future Growth Area.
Abacus DFE fully supports the specific allocation of the Site (land North and South of Peter's Copse) so that it may contribute towards Torbay’s strategic development needs over the Local Plan period.
However, Abacus DFE is promoting the Site for residential use rather than employment use for reasons set out.

Strategic Policy E1: Strategic employment land allocation
Representation ID: 293
Received: 23/01/2026

Abacus DFE fully supports the specific allocation of it's Site (E1 P.8 and P.9: Land North of Peter’s Copse and Land South of Peter’s Copse) so that it may contribute towards Torbay’s strategic development needs over the Local Plan period. However, Abacus DFE is promoting the Site for residential use rather than employment use. The removal of this draft employment land allocation is unlikely to materially affect the Council’s employment growth strategy and there is a clear opportunity to instead allocate the Site for much-needed residential use, compensating for the likely loss of nearby committed housing supply at Waddeton Approach.
