This representation objects naming the Former Palace Hotel as a “rare” exemplar of tourism retention. That characterisation is inaccurate and risks misleading decision-makers. Officer evidence confirms residential development was acceptable in principle on normal policy grounds, not solely to enable tourism retention. The so-called “enabling development” is a viability-based affordable housing mechanism and does not secure continued tourism use through enforceable controls. No hotel-first triggers or retention obligations exist, and the original hotel has been demolished. The site therefore cannot be described as retaining tourism use. Paragraph 4.55 should delete the Palace reference to ensure clarity and effective plan application.
