Strategic Policy SDBCG1: Broadsands, Churston and Galmpton Villages - Sustainable living and landscape protection strategy

Representation ID: 594

Received: 01/02/2026

Respondent: Brixham Railway Heritage Trail

Representation Summary:

The Brixham Railway Heritage Trail project is a good example of "appropriate green infrastructure". It will also "safeguard the area’s rural character, landscape, ecology, environmental and recreational value". It is therefore a very good fit for this strategic policy. Delivery of this scheme would improve the existing "provision of green infrastructure" in the area and promote better conditions for walking and cycling (2.55 page 61). Therefore, please ensure that the Brixham Railway Heritage Trail project is included in the next version of the LCWIP and the Torbay Green Infrastructure Delivery Plan.

Policy SDBCG3: Rural villages south of Windy Corner – Landscape, ecology and settlement gap protection zone

Representation ID: 596

Received: 01/02/2026

Respondent: Brixham Railway Heritage Trail

Representation Summary:

Delivery of the proposed Brixham Railway Heritage Trail project would assist in "the provision of walking and cycling routes", whilst "protecting the area's significant landscape, environmental, historic and agricultural character". Delivery of this scheme would provide "recreation and leisure facilities appropriate to the area's rural setting". The scheme can and would connect to America Lane and could also link to a "recreational transport hub". It is a very good fit for this strategic policy. Therefore, please ensure that the Brixham Railway Heritage Trail project is included in the next version of the LCWIP and the Torbay Green Infrastructure Delivery Plan.

Strategic Policy TAS: Integrated transport vision, transport hierarchy and strategic connectivity

Representation ID: 597

Received: 01/02/2026

Respondent: Brixham Railway Heritage Trail

Representation Summary:

"Torbay's Local Cycling and Walking Infrastructure Plan identifies Bay Trails and supporting/connective walking and cycling infrastructure across Torbay" but the current version does not include the proposed Brixham Railway Heritage Trail project, which is a good example of appropriate green infrastructure. The route of the Trail is located near the proposed "Mobility Hub" at "the former Park and Ride site at Churston". The scheme aligns very well with this strategic policy. Therefore, please ensure that the Brixham Railway Heritage Trail project is included in the next version of the LCWIP and the Torbay Green Infrastructure Delivery Plan.

Policy TA3: Development layout, access and connectivity standards

Representation ID: 598

Received: 01/02/2026

Respondent: Brixham Railway Heritage Trail

Representation Summary:

The Brixham Railway Heritage Trail (BRHT) project supports the delivery of suitable layouts that "will provide and connect to a network of footpaths, cycle routes, green infrastructure and public transport, identified in the Torbay Green Infrastructure Delivery Plan, Local Cycling and Walking Infrastructure Plan (LCWIP)". Our scheme will provide a new and safe walking and cycling route between Brixham and Churston. It also provides connectivity to the pathway at America Lane and public transport links at Churston Station. Therefore, please ensure that the BRHT is included in the next version of the LCWIP and the Torbay Green Infrastructure Delivery Plan.

Chapter 5: Thriving communities - Wellbeing, safety and belonging

Representation ID: 1037

Received: 02/02/2026

Respondent: Brixham Railway Heritage Trail

Agent: Mr George Coles

Representation Summary:

We would like to add our project to the consultation. This is Brixham Railway Heritage Trail an accessible trail
connecting Churston Station to Brixham. The trail will use the track bed of the Brixham Branch Line. It will
bring a long derelict section of disused railway back to a useful life, The project will be developed in stages
and we urge the Council to protect the whole route of the railway with appropriate interim status in the Local
Plan. We will be happy to submit location information and plans to identify the old track bed.

The first stage of the project will connect Churston Station (Grid ref: SX 894 563) to America Lane (Grid ref: SX
905 563). This will provide a link to Brixham completing the Goodrington – Churston – Brixham corridor as set
out in the LCWIP. The LCWIP can be amended with a positive revision when the time comes.

There are real local benefits for the community in providing an A-road route, especially for students cycling to Churston Grammar School.
