The Diocese of Exeter supports the provision of community facilities and notes the inclusion of places of worship as per NPPF. To 'plan positively', particularly in growth areas, the authority needs to evaluate successive phases of development for their cumulative impact where no relevant provision has previously been made. Areas SDP4 (Collaton) and SDP5 (Yalberton) should be evaluated together given their proximity. Policy INS commits the authority to seek 'excellent access' to a wide range of facilities and this should result in substantive new and additional provision in these areas in particular. Early consultation with service providers is encouraged.
