As noted in relation to Strategic Policy TOS, the objectives of the policy are supported and consistent with the proposals for the Strand site and the wider aspirations of the Vision documents that have been led by the TRP.
We request that the wording at paragraph 4.85 is updated to reflect the respective roles of the parties involved in preparing the Visions. As the Plan progresses, we would welcome liaison with the policy team to confirm the appropriate wording and status of the vision documents at that time.

It is recognised that Torbay has significant requirement for affordable housing and TRP fully support the Council’s objectives to increase delivery of affordable housing across all three of the main settlements. However, further consideration should be given to the implications on housing delivery of increasing the proportion of affordable housing required on brownfield sites. Ensuring further evidenced based analysis of this policy is undertaken to assess the impact of this policy on development viability, securing public sector funding and overall residential delivery.
