I welcome this policy. However, it would benefit from reference to the close relationship between GBI and the historic environment. Many potential GBI assets are also heritage assets - parks, gardens, cemeteries, churchyards, disused railway lines, old quarries, etc. Two of the country parks referred to are or include extensive heritage assets (Cockington and Berry Head). Conservation of and public access to the historic environment is one of the multifunctional outcomes of GBI.

I broadly welcome this strategy. However, Section 3 would benefit from stating that in addition to recording sites of archaeological and historic interest on the HER, there are a variety of other forms of public dissemination/public benefit that can come from archaeological and historic research, such as web-based information, academic publications, public open days at sites and archaeological digs, museum displays.
I welcome text section 10.11 that links heritage with GBI and Strategic Policy HES.

I support this policy but it is worded for built heritage assets. It would benefit from reference to non-designated archaeological heritage assets, or potential. It should be clear that permission for development may be refused on the most significant assets, including those that are demonstrably of equal importance to designated heritage assets, where Policy HE1 should apply.
It should also refer to recording and associated public benefits in mitigation for the loss of all or part of a heritage asset.

I broadly welcome this policy. The final paragraph would benefit from rewording as follows: 'Where development has an effect on archaeological features, deposits, or artefacts, but is assessed to be acceptable, the developer will be required to make provision for appropriate and proportionate archaeological recording, post-excavation analysis, preservation, storage, curation and publication and other forms of public dissemination of results during and after fieldwork'.
